Add ability to propose a response as answer in forums

Though there is vote up / down options available for a forum reply, but there is no option to mark a reply as proposed answer. It would definitely help community members to mark any relevant reply as proposed answer. (Of-course logically, One shouldn't be able mark their own reply as proposed answer.)
