Image Size during Article Submition needs to be Increased

When we write article now its possible to add only 1 MB size of Image to the article.Now for example we need to add some Animated Gif image which explains our programming functionality with 2 or 3 MB.Now for this case its not possible to add more than 1 MB size image .So what iam doing is shirinking the animated Image to make the size below 1 MB to upload .But during shrink the image quality is not good and for readers its hard to understand the flow.
Is that possible to increase the Image size from 1 MB to 3 MB as maximum ?
