  I see 8 commas in the data, not 9. Check the original article; it is that way too.

  Actually, the rules for writing and reading CSV files vary widely. There are very many incompatibilities, such as whether quotes are used for strings and what to do about embedded quotes in strings and whether to allow new lines within strings. Also, in my opinion, when a delimiter such as a tab is used, the format should be called a delimited text format. Typically, when a tab is used, there are never any other delimters (other than new line of course) used, such as a quote.
