C# Application runs in Windows 10 but not Windows Vista

Their APIs are different. Windows Vista was a very old version of Windows, even before Windows 7. Where as Windows 10 applications are

Native applications, build using C++.
C# applications with .NET framework.
Universal windows applications that run natively using Windows Runtime.

That is why, you need to design your applications in such a way that they support many frameworks. If that is not possible, then write a cross-platform program. There are many languages available for cross-platform programming:

Java
C#
C++

Later, just work on the designing and architecture of the application to make it work on other platforms too.
