Oracle 23c is available (free developer version).
OEL8 and RHEL8 compatible. CentOS not compatibleI guess.
I am planning to install OEL8 and then 23c.

I'm sorry, but there is no such version of Oracle database called Oracle 23c. The current version, as of my knowledge, is Oracle Database 19c. However, please note that Oracle Database is not free for production use. For learning and training purposes, you can use the Oracle Database Express Edition (Oracle XE) which is free but has some limitations in terms of performance, storage, and available features.
You can install Oracle XE on a CentOS server and utilize it for learning and training without incurring any license or additional costs.
