Can web developers do machine learning?

What is the difference between becoming an artificial intelligence or machine learning engineer and using TensorFlow or ML.NET for artificial intelligence or machine learning as a web application developer?

In other words, if a JavaScript web developer learns TensorFlow or a .net application developer learns ML.NET, can he/she do the same tasks as a machine learning engineer.

If you can code, you can use Machine Learning ... it matters not if you are a frontend or backend developer.
Machine Learning is about logic like everything else, and the implementation of that logic requries using the correct set of tools. If you want to expand in this area, then pick a book and start learning :)
