Error: Could not create the Java Virtual Machine.Error occurred during initialization of VM

I have visited all existing question which are related my question but i have still problem all installation are correctly installed. i am using Netbeans new version after executing program i have this error

Error: Could not create the Java Virtual Machine.Error occurred during initialization of VM

Error: A fatal exception has occurred. Program will exit.
Could not reserve enough space for object heap

my netbeans.conf  is like

"-J-client -J-Xss2m -J-Xms16m -J-XX:PermSize=16m

i am tired to change these values but same problem  any other idea if i have problem in windows or memory my memory is 2 GB
