how to crop the selected region and create image

how can we select some region, crop it and then convert it into an image.

using c# in windows application.

You need to use any toolkit (free or commercial) that support loading different types of images, and then apply a crop image processing function on these images. I know a good commercial toolkit that supports loading and saving huge set of file formats and image processing functions (including cropping feature). This toolkit named leadtools.
