First I would like to give you a personal advise, if you're going to create an application, just create a sample (a template) of the actual one. Then (before deploying it; giving it to the client) empower it with the actual functionality. Such as, for your developmental purposes try out 100 messages as bulk; bulk is mostly considered as spam why are you using it?

Secondly, since you mentioned your client. I would say, that you ask your client to provide you access to some resources; such as an account for sending SMS. Ask him that you need to test the service... To provide better application. Then you can thus test your application over those servers. It is probably not a good idea to purchase a service just to test your applications, there are different gateways that can be used to test the service for free. Twilio is one of them. You can integrate it in your .NET applications; including ASP.NET. The problem is the pricing, pricing that you prefer might not be as much engaging for your client and vice versa. So if you're working for a client... Let him make the decisions.
