As per MSDN,
Sys.Application.load Event: Raised after all scripts have been loaded and the objects in the application have been created and initialized.
In other words if the document is not loaded then these events are not going to be detected or triggered.
Actually this is the client events which is raised by Application class and the argument inside the remove_load() method is the delegate function which is going to be bind or unbind from load event.
