Hello Friend...

Azure support create Asp.net Webapp in cloud ,

but my query is why desktop app not creating on Azure?

You can add more plugins and features to your websites and web applications in Azure. You can search for eCommerce templates and frameworks to be added to Microsoft Azure.

now i got your answer but same as nopcommerce technology is not inbuilt in azure. so problem is how to create ecommercial site in azure and how to hosting in cloud.

Microsoft Azure is a cloud system. Which means that the resources and service available need to be consumed using a connection, a network. There is no such thing as "Desktop" on Azure. There are servers, built for each service that you want to use.

Desktop applications, on the other hand do not require a network connection to be used. So, that would kill the purpose of the Cloud. Now, if you wanted to re-use the code from your Desktop application, you can. Most of the frameworks and services will be supported on Azure (and this is a great feature in Azure, that is supports a very wide variety of services and frameworks, even Non-Microsoft ones). You can use the code and build your web-services and web-applications on the top of that code.

Which would then be transferred to the clients using a web client, http client and other clients that may send an HTTP request.
