Chapters: Launch Call For Proposal (CFP)

Good idea, Sumit. I think we will implement this eventually but since chapters are so close and in-person events, for now, meeting Chapter leader and talk in person is preferable. Right now, we don't want too many proposals submitted, then we will have to put people to review them and contact authors, give them reason and so on. Yes it will come once we have more resources.
