September 11, 2025 – Tirana, Albania – In a groundbreaking development for both technology and governance, Albania has appointed the world’s first AI-made government minister. Named Diella, meaning “sunshine” in Albanian, this fully virtual minister is powered by cutting-edge artificial intelligence and will be responsible for managing the nation’s public procurement process.
During the recent Socialist Party assembly in Tirana, Prime Minister Edi Rama introduced Diella as the only non-human member of the government. Unlike traditional ministers, Diella operates purely through software algorithms and serves via the national e-Albania digital platform, already used by citizens to access government services online.
“Diella is the first member not physically present, but virtually created by artificial intelligence,” said Prime Minister Rama. He added that decisions on tenders will be transferred “out of the ministries” and entrusted to Diella, making the public procurement process “100 percent incorruptible” and fully transparent.
Diella’s avatar appears as a young woman dressed in traditional Albanian attire, making her approachable for citizens. Her responsibilities include evaluating tenders and even recruiting talent globally, helping Albania to eliminate bias, administrative inefficiencies, and corruption in public fund distribution—a long-standing challenge for the country.
