IE Toolbar

Hello

I need to create an IE toolbar which would be a potential business. I want to know which language or software is best to create it? I have knowledge of

C#.Net, ASP.Net and C++. I do not know ATL,COM,MFC but will learn it if required. I know about the Pavel's toolbar(code project) but cannot use it as

it'll(my toolbar) be a potential business and I don't want any legal issues later. So, I need to create it from scratch. I want to know which is the best

language to build it and please suggest any good books for the same.
