You can add empty rows to tablix to consune the empty space. When I was making invoice, I also faced various problems like the vertical lines in the tablix aren't available when page is two or more.

But there are not sure how much Item entry will appear inside tablix, then how we can add empty rows?

in picture there are 2 products empty sapce will be added autometically and generated invoice as A4 Size but rdlc tablix size based on no of rows only

Tablix cannot be printed on header and footer. To print dynamic data on footer you have to use sub-report and then process your data
