Hi,
Please find below link,
protected void btnConvertPdf_Click(object sender, EventArgs e)
{
    Response.ContentType = "application/pdf";
    Response.AddHeader("content-disposition", "attachment;filename=Panel.pdf");
    Response.Cache.SetCacheability(HttpCacheability.NoCache);
    StringWriter sw = new StringWriter();
    HtmlTextWriter hw = new HtmlTextWriter(sw);
    pnlPerson.RenderControl(hw);
    StringReader sr = new StringReader(sw.ToString());
    Document pdfDoc = new Document(PageSize.A4, 10f, 10f, 100f, 0f);
    HTMLWorker htmlparser = new HTMLWorker(pdfDoc);
    PdfWriter.GetInstance(pdfDoc, Response.OutputStream);
    pdfDoc.Open();
    htmlparser.Parse(sr);
    pdfDoc.Close();
    Response.Write(pdfDoc);
    Response.End();

}

You may take a look at the solution below, which is based on Free Spire.PDF.
using System;
using System.Collections.Generic;
using System.Linq;
using System.Text;
using Spire.Pdf;
using Spire.Pdf.HtmlConverter;
using System.Drawing;
using System.Threading;
using System.IO;

namespace ConvertUrlToPdf
{
    class Program
    {
        static void Main(string[] args)
        {
            //create a PdfDocument object
            PdfDocument doc = new PdfDocument();

            //create a PdfPageSettings object
            PdfPageSettings setting = new PdfPageSettings();

            //set the page size and margins
            setting.Size = new SizeF(1000, 1000);
            setting.Margins = new Spire.Pdf.Graphics.PdfMargins(20);

            //create a PdfHtmlLayoutFormat object
            PdfHtmlLayoutFormat htmlLayoutFormat = new PdfHtmlLayoutFormat();

            //wait until all HTML is completely loaded
            htmlLayoutFormat.IsWaiting = true;

            //get the web page by its url
            string url = "http://www.c-sharpcorner.com/";

            //load HTML
            Thread thread = new Thread(() =>
            { doc.LoadFromHTML(url, false, false, false, setting, htmlLayoutFormat); });
            thread.SetApartmentState(ApartmentState.STA);
            thread.Start();
            thread.Join();

            //save to PDF
            doc.SaveToFile("output.pdf");
        }
    }
}
