Some body, help please...

I want to make controller for Remote NDIS (Network Card USB Modem).
1. Wake up adn down  NDIS
2. Modifying such as IP address,  Netmask,  Gateway,  and DNS.
3. Monitoring data receive and data sent from NDIS
