1.how can i set an image as a background image in asp.net c#
2.how can i change the background color in web form of asp.net and also increase or decrease the page.

I suggest you use CSS for this:

this line to include your CSS file:

Following css lines for adding an image in background:
body {
background-image:url('images/background.png');
background-repeat:no-repeat;
}

following css lines for background color:
body {
background-color:yellow;
}
