I have usb based barcode scanner,I want to write a program for in a webapplication using image button i'm gonna give barcode image then i'm gonna scan that one using scanner,It has to display the barcode data or numbers in a textbox

If you mean you want to show the barcode text in ASP.NET application after scanning the barcode, you will need to create a web-service at the server side, which receives the scanned image and read the barcode data from the image using a barcode .NET toolkit. After this the service returns the barcode text or value to the client side.
LEADTOOLS toolkit provides advanced .NET barcode reading/writing classes that you can use to create the web-service. You can find more details here:

As far as I know, you will definitely be need to install something (an app that will talk to your web server) on the machine to which the barcode reader is attached.
I will be dead surprised if it ever happens without doing it.
