Change Programatically access modifier of resource files(.resx)

Hi

Is it possible to change programatically access modifier of resource files(.resx) from "NoCodeGeneration" to "Public".
I know manually it is possible.We can double click the resource file and change the acces modifier from drop down available in vs2008.
Kindly suggest.
