Connent to mainframes and access a file, for instance a CSV file

I have two things to do here.

1) Connect to the mainframes (via TN3270 with a file transfer type of FTP)
2) Read a dataset xxxx.yyyy.D (all the contents of the data set)

Note: The data set may be of CSV(comma separated value) format.

I know that 3270 technology is more than a quarter of a century old. TN3270 I am sure is also old, but not as old. I am sure there are abundant documentaton, articles and samples of what you need. I have a book about TCP/IP over SNA, or something like that, but I have never used the book and I am not sure where it is at. I think you will get help in the IBM site if you have not already.
