There are some free PDF convert like itextsharp and pdflib, also many other third part PDF to image Control, you can google it.

As you know, there is no direct way to handle PDF files in basic .NET classes. So you might need to use a programming SDK that loads PDF files as raster images. I think leadtools has this ability. You can find more information here.
