Like Aswin said, you will probably need to use some kind of Character Recognition (Like OCR) to convert the scanned image to actual text. I think you can do this with some free open source tools like Tessnet2 and Tesseract.Net. You can probably get better results with more advanced tools like nuance or Leadtools.

this is not easy because the scanned pdf file stores the text just as a image. you may need to use any application which have Character Recognition facility. most application available are not accurate. so good luck
