I checked in my project I am getting values like connection string from config.But Do not copy is set there.It is working there.

Why we need Copy to output directory?

Lets say you added config file to your project.You have written code to read from config file.when you build your project the config file will not get copy to bin folder hence your code can break.So you can choose option.

Copy to output directory: Copy always

There are other values.

This property is generally used when any reference files needs to present where your executable exists (like dll dependency files) for snooth operation.
