values is the list variable.U can not use like array.

so u have to convert first

like string[] optvalues = values.toarray();

after that u can use in for loop

if convert to list again u have to convert it into array

insted of

conoptions.Username = values[i];

take it

conoptions.Username = configurationManager.Appsettings.GetKey(i);
