I'm going to buy dedicated server for windows hosting. i have lot of doubts to clarify, my questions are following...
1. what are all the basic service i have to check before buy?
2. what about OS and Database license cost?
3. what about Control Panel?
4. Can i develop own control panel for managing domains?, or have to buy any tools?
I'm in need of clarifications, so please guide me.

I am not sure what you mean by Control Panel. I think it is something that Apache has but not IIS (Windows). Windows does have the equivalent; I think you don't need to be concerned whether a service has a Control Panel.
ASP.NET 4 Hosting is a sponsor of this (C# Corner) web site so please look at them. They are a good choice. They are actually located quite close to me and very close to somewhere that I have gone often to go hiking up a mountain. I really, really wanted to use them for my hosting services but they charge $10 a month extra for SQL Server. I think they also don't allow an unlimited number of web sites for the account. They offer three free months but you must pay for a year (12 months minus 3 free months) in advance. I think that the three free months does not apply to the SQL Server monthly fee. If you can afford them then I think they are an excellent service. Their rates are cheap for a business with a web site but the extra fee for SQL Server costs too much for me.

Be sure to look at the details. Some of them offer really good rates, but they require a commitment, and if you don't like their service you still have to pay. Others offer a substantial discount such as the first two months free but they will also require a commitment.
The best deal for you might be with a service local to you in India.
