Yes this can be done !! but restart is require after modifying the UAC settings the code that change the UAC settings must have Admin rights because UAC is main Security in Vista / Windows 7 to prevent virus from automatic run.

you can not do this unless you disable UAC under windows Vista or Windows 7.
