hi,
their should be logical grouping in BAL and DAL.
I mean to say logical grouped functions are in Same file and in same class.

hi,
Web Forms are the User Interface element that provide look and feel to our web application. web form are similar to window form in that they provide property, function and events.
web forms are made by two main component ASPX file and code behind file which is separate class file.
so as per me there is atleast on class file required to work as code behind file that hold property, event and function.

There is no limitation to use the class files. You can use as many class files as you want.
Now, about the flow - it depends on what website you want to develop.
Decide a title of your website(Eg- Library Management) and then list down all the modules that you want to make(Eg - Books Details, Students Fine for late returning of book, Books to be purchased, Library students details, etc. and so on).
Then, develop a normalized database(mostly sql server) and start the development work.
