Getting the previous row value in SQL SERVER

How can I get the NewRequest value to store it to the PrevRequest?

You can use SQL server function LAG which is available in SQL SERVER 2012 or above i.e.
SELECT [RS No], [BudgetName], [BudgetAmount],
             (LAG(NewRequest) OVER (ORDER BY [RS No] ASC)) AS [PrevRequest]
             , [NewRequest], [Balance]
FROM MyTable

Hi, if your SQL Server is 2012 or later version you can simply use LAG() function.
Try this:
SELECT *,
       Lag(NewRequest, 1) OVER(.
       ORDER BY NewRequest ASC) AS PrevRequest
FROM @TableName;

SQL Server LAG() is a window function that gives access to a row at a specified physical offset which comes before the current row. In other words, by using the LAG() function, from the current row, you can access data of the previous row, or the row before the previous row, and so on.

Hi,
You can fetch data in data table and then you can read any row and column based on index.
Example
for(int index=0; index< DataTbl.Rows.count; index++)
{
    string newRequest= DataTbl.Rows[index]["NewRequest"];
    string prevReq = index > 0 ? DataTbl.Rows[index-1]["NewRequest"] : "";
}
