How can I use tracker between two network in C#?

Thank you for your answer, but the idea I understood from your description is that I use a server and make a communication between two host in two different network, But the program I explained is that I want to use tracker in order to make communication between two host in different networks which are in behind NAT so please guide me how can I do this.
