for learning purpose you can try  microsoft azure.     you can host your web site  on azure   it provides  month free 

 

only you need credit card for one month subscription. if you want to continue after one month they will ask you and then they will  charge.   when you subscribe they will detect 1 $ from your credit card but after 4 to 5 business day it will credited in your account.

2.I think Godaddy is provide good service.

 

3.Buy a hosting space and configure iis in your windows server.
