For that you can create database from oracle cms as usual as we do normally

Than there is "OracleDBProvider" which is used to work with Oracle database

For that you can follow some guide -

To the best of my knowledge there is no such thing as Oracle database for ASP.NET. There is just Oracle database for a typical business application.

The best approach is to install Oracle (or Express) and provide database name during installation itself, which by default, I believe is ORCL.

From whatever I remember from creating an Oracle database on Unix years ago, it is rather a complex process, as compare to creating a SQL Server database.
