In C# any class (other than a static class) can act as a base class provided it is not sealed. So:

class A
{
// this can be a base class
}

static class B
{
// this can't be a base class because its a static class
}

sealed class C
{
// this can't be a base class because it's sealed
}

class D : A
{
// inherits from A
}
