How write code in select when the dropdownlist is null , i need to test dropdownlist in null or not

You can try like this.

Instead of disclosing part of the question one after another, why not state everything at the beginning itself? Much easier for everybody involved, isn't it?

maintain the selected "Fleet No" value in Session variable and restore it once the form has been posted.

You can use dropdownlist.Items.Count property. It will be zero when empty.
