ID number not in sequential order

As you can see from my DataGridView under the label "Applicants", the ID number is not in sequential order. It jumps a few number. I was wondering if there is any way that I can resolve this issue?

My recommendation is do not show table primary key value in grid view, you can hide it or it would be in data key value. You can create another column like row number in your query and display in grid. Exposing key value will lead to security issues.

Your database Id coumn in set to auto increment which will increase by for each insert. Auto increment number changes even after restart of sql server or trans insert query failure.
You can use int column with unique value for sequence and add value max+1.

Id means the identity to recognize a row in a table, that is why we keep them auto-incremented. (Identity)
so, if you delete any row then your id will not be in sequential order, which is good, because in your case you have assigned each application a specific ID_Application, so that you can retrieve the data from a DB based on these Id.
So, don't alter the DB just to make Id sequential, rather create a dummy column for S.No (serial number) just for display purpose in your class, and use that instead of ID_Application, but don't delete ID_Application in DB.

for example, let's say you have List of Applicants that you have retrieved from DB , then do this
var ApplicantswithSequence = ApplicantList.
                        .Select((a, index) => new {
                            a.Column1,
                            a.Column2,
                            .......
                            SequenceNo = index + 1
                        });
Now bind this ApplicantswithSequence with your DataGridView.

Bind your gridview by query like as
select * from table_name order by ID asc
