Image over Video player

Hi guys. I want to place transparent image over Video Player(for example, over Windows Media Player). But all my tries are with no success: Video Player always over my image :( Please suggest what can i do to place image with half opacity over Video player. If you are interested in a third-party tool, you may want to look at Pegasus Imaging. I think you can do the same using Pegasus.
