  you can implement live chat using WEBRTC (Real time communication) technology

   

  it's open source and free ,supported by all modern browsers 

  you can find WEBRTC based one-to-one video chat experiment on below link

  Other wise you can also use paid plugin for video chat like 

  OpenTok.
