Thanks, but it's not the toolbar, windows menus have icons in their main menus, like the Favorites menu have the folder-icon next to the "links" item, and the New option in the File menu have the blank page-icon. I don't even know where to start.

What I think you are asking for is a toolbar, with buttons of a style of DropDownButton. From there, you can assign your sub menu to it.
