Is there any link between mscorlib.dll and windows7/.Netframework language packs?

Because Im not able to lauch my .net applicationwhen i install windows7 spanish language pack, but with english im able to lauch ..Why its happening like that?

MSCorlib.dll is the heart of .NET framework which contains all the type definition and most of the commonly used functionality. MSCorlib.dll is tightly bound to CLR. MSCorlib.dll is loaded and bound in every .NET application, its the heart.

mscorlib.dll contains the basic types, including those used by the CLR itself, of the .NET framework and is therefore part of the latter's distributable.

The .NET framework has been included in Windows itself from Vista onwards.
