You should have to maintain local server with all realated Databases and tables to store your data in Local.

 

Once the Internet connection exist, You have to sync with that data server.  

Its possible by implemeting disconnected architecture in your application.

 

You have to maintain all data in local as well as sync with live data when internet is available.

There is no option to implement Web application with out internet. Which mean, You cannot develop MVC application in offline. It should have internet connection to contact server.
