There are many solutions out there in the market but If you are looking for a volume faxing, you can consider RightFax.

if you are willing to pay for it blackice.com has an activex control that can be used with C#. (using a com callable wrapper)

You can also use an existing service like Efax or interfax. They come with API's to talk through C# to their services.  This way you can send a fax via internet rather than a phone line.
