I am using Dell Laptop. The shortcuts keys like cut, copy and paste (ctrl +C,V,X) etc are not working .
Guide me how to enable the shortcut keys

I think you will need to go to Dell with your information (model number and so forth) to get anywhere with that. It is a Dell driver issue more than Windows OS issue. I have had similar problems with keyboard shortcuts on a Toshiba when I switched to a non-US keyboard layout; I don't know if your issue would be similar but I ended up reinstalling the Toshiba drivers to get mine back on track.
