If it is just for development, testing and debugging you can simply open your wcf application like you open web project and run it directly. But if you are looking for enduser usage, you should deploy it to IIS.

Let me know what specific requirement you have and what is the issue you are getting in more details. So that I can suggest you better option.

You actually use Visual Studio to build, test, and run the WCF service, not to run it. To run it in real world, you must deploy it on a Web server (IIS) and call it from some client applications.
