Software Engineer --> Project Lead --> Project Manager --> Delivery Head --> Vice President.
If the SE raise any request, it will be approved by Project Lead first, Later reviewed by Project Manager, After that it will be in the Delivery Head Inbox and Finally Vice President.
At each stage, the request will be move on to next stage or rejected at any stage. This whole process is known as Work Flow.
Like this kind of functionality can be easily implemented using Workflow Foundation Class
