First time users need to earn some reputation on the website. You can post comments, like, and do other activities including daily logins. You can publish something on the site. @Deepak can help

The error message says post hyperlinks. That is very relevant. Most forums limit new users from posting hyperlinks. You can post but just not posts with hyperlinks.
In the past, this website's forum software converted hyperlinks to plain text. I do not know if it still does. Members usually post links as plain text. You might be able to do that.
