Windows Application Form Downloading File

   You can download the file from the folder but that must be in server. In your local system you can't download the file. you can only copy or move the file.

you need to clarify your question

 

you mean to say there is a file on some server and you want to access it from windows desktop application?

From windows application you cannot download the file, you can save the file in your directory.

 

Only from web we can download the file.
