Wpf Setup Should Not be System Login Specific

When I am trying to install wpf setup on system after installing successfully icon display on desktop as well accessories.
but after logoff/switch to user the application icon not display on desktop as well accessories.
i wish my setup would not be windows login user specifc it will dispaly everybody who logins the system not for only the person who run the setup.
