Submitted Ideas are not editable

1. Ideas submitted should be editable. 2. Once the Idea is accepted then it can be locked to prevent editing. 3. Formatting of the Idea must be preserved, So rather than Text box an Rich text box can be used here. Just had the exprience while posting previous idea.
