Minimum Qualifications
- Bachelor's degree in IT, Computer Science, or MIS.
- 15 years of overall experience in Information Technology consulting, with a career progression from development roles to managerial/pre-sales positions.
- Proficiency in technical writing across various formats including white papers, diagrams, presentations, and charts.
- Expertise in Microsoft Word, PowerPoint, Excel, Adobe, and other office productivity tools.
- 12 years of experience in pre-sales, leading solicitations in technical and management consulting, particularly in the State of California's public sector.
- 5-8 years of IT project delivery experience, encompassing hands-on development, project management, and engagement management.
- 8 years of experience in technical writing for proposal responses, including cover pages, executive summaries, and skills summaries of resources.
- Formal training in Shipley Methodology or similar, certification such as CTPM from APMP, or equivalent experience in proposal management focused on technical writing.
- Experience in building and maintaining relationships with vendors and clients in competitive business environments.
- Advising client leaders on technology implementations and managing full lifecycle of large-scale implementations.
- Familiarity with the Sacramento market within State government departments.
- Technical expertise in at least three of the following areas: Cloud Migration, SaaS Implementations, Systems Integration, Data Warehousing and Analytics, Salesforce or low-code/no-code platforms, Mobile, Data Center Operations, Architecture and Infrastructure.

Responsibilities
- Lead complex RFP responses as a Proposal Manager, including planning, storyboarding, sourcing, and conducting reviews.
- Manage and develop a high-performance pre-sales team, fostering a culture of winning to improve RFP selection/win rates.
- Establish a refined proposal development process, optimizing tools and ensuring quality control from RFP selection to submission.
- Lead capture and pre-RFP activities for strategic opportunities, collaborating with internal leadership.
- Oversee technical writing phases from storyboarding to final approval, crafting technical approaches aligned with RFP requirements.
- Negotiate rates with candidates and manage partnerships with vendors and suppliers for proposal submissions.
- Identify high-probability opportunities and lead capture efforts for strategic initiatives quarterly.
