The White House announced on April 24 that it had received more than 10,000 public comments on its proposed artificial intelligence (AI) action plan — a clear sign of just how high the stakes have risen in the global AI leadership race.
Leading tech giants like OpenAI, Meta, Amazon, Google, and Microsoft were among the many stakeholders weighing in. Contributions also came from universities, nonprofits, and industry groups, reflecting the breadth of interest in shaping America’s AI future.
A first look at the feedback from major companies revealed a few consistent themes. Many emphasized the pressing need for additional investment in the United States. energy infrastructure to support AI systems, stronger foreign policy efforts to elevate American AI firms on the world stage, and robust domestic infrastructure to fuel innovation at home.

There was also a strong push for a regulatory framework that balances innovation with safeguards — one that ensures the U.S. AI ecosystem remains open, competitive, and accountable to the public.
The public comment period began on February 6. According to the administration, the feedback will guide future policy decisions aimed at strengthening the U.S.'s position as a global AI leader. National Security Front and Center
National security emerged as a top concern in the feedback. Venture capital powerhouse Andreessen Horowitz wrote that AI development as a matter of national importance, calling for federal-level oversight and regulation. They stressed that AI is deeply intertwined with America’s economic vitality, global strategy, and overall social well-being.
OpenAI echoed similar concerns, explicitly naming China as a strategic rival in the AI space. The company highlighted China’s ability, as an authoritarian state, to rapidly marshal resources and execute AI initiatives at scale.
One of the more recent flashpoints came in January 2025, when Chinese tech firm DeepSeek launched its R1 AI model. The move caused ripples across U.S. tech circles and sparked volatility in American stock markets.
